Speaking at a cabinet meeting at Camp David on 31 July, US President Donald Trump described Iran as dishonourable and dishonest, said he was losing faith in it, allowed that it was a tough adversary, and indicated more strikes were possible. Pakistan, which has been mediating, maintained that negotiations were still running.

The fighting did not pause for either statement. Iran's Revolutionary Guard said it had struck two tankers in the Strait of Hormuz and targeted American military facilities in Kuwait. The Kuwaiti military reported destroying Iranian drones and said there was material damage without casualties, though one person was killed in a strike on a building belonging to a Chinese company. Five Revolutionary Guard members were killed in joint American and Saudi strikes in Iraq and their bodies returned.

The sequence is the story. The war opened on 28 February 2026 with American and Israeli strikes on Iran, paused under an April truce, and was supposed to end under a memorandum of understanding signed last month. That collapsed in early July after Iran fired on shipping. The United States struck on 30 July, a day after Iranian ballistic missile attacks, and Iran launched again on 31 July.

A mediator saying talks are ongoing and a president hinting at strikes are not contradictory positions. They are what a negotiation looks like when neither side believes the other will concede without further cost, and the record above is the price being paid to find out.
