# Iran Tells Pakistan There Is No Talking to Washington Until Seven Conditions Are Met

> Pakistan's army chief flew to Tehran to try to revive the mediation that produced June's short-lived Islamabad Memorandum, and Iran's answer was a list of seven conditions, from lifting the blockade on its ports to ending hostilities on every regional front, that have to be met before trust with Washington is even possible.

Pakistan's army chief, Field Marshal Asim Munir, led a delegation to Tehran on 20 October that included Interior Minister Syed Mohsen Naqvi, for talks with President Masoud Pezeshkian on reviving mediation between Iran and the United States. It is the clearest sign yet that Islamabad has not given up on the role it built for itself in June, when its shuttle diplomacy produced an interim peace agreement, the Islamabad Memorandum, that collapsed within weeks as fighting between Iran and the United States resumed.

An Iranian official told Munir that Washington cannot earn Tehran's trust until it meets seven conditions Iran laid out last month as the price of reopening the Strait of Hormuz, conditions that include lifting the United States blockade on Iran's ports, lifting sanctions on its oil exports, and ending hostilities on every regional front rather than just the one closest to any given ceasefire talks. Listed together, the conditions describe not a narrow dispute over the strait but the full scope of what Iran considers the war against it.

For Israel, the detail that matters most is the last one, hostilities on every regional front, since Israel's own campaigns against Iran's proxies and against Iran directly are exactly the kind of front Tehran is describing. A mediation effort built around reopening Hormuz cannot resolve Iran's conflict with the United States without touching Iran's conflict with Israel, which gives Jerusalem a direct stake in a negotiation it is not a party to and Pakistan a reason to keep its own channel open regardless of how Washington responds.

The Islamabad Memorandum's collapse after only weeks is the backdrop that makes this visit worth watching rather than dismissing. Pakistan has already shown it can get Iran and the United States to sign something, and already shown that signing something and ending the war are not the same thing. Whether Munir's return to Tehran produces a second attempt or just confirms how far apart the two sides still are should become clear well before any version of it reaches a negotiating table Israel can see.
