# An Eleven Hour Filibuster Stops NIS 392 Million Before an Election

A transfer of NIS 392 million, roughly 116 million dollars, failed to reach a vote in the Knesset Finance Committee after opposition members kept the session running for eleven hours. The money was to move through the budget under Finance Minister Bezalel Smotrich, and the committee adjourned without approving it.

The largest share, NIS 284 million, was earmarked for ultra-Orthodox education and programmes through the Education Ministry. Inside that figure sat NIS 26 million aimed at keeping students from dropping out of yeshiva, NIS 18.5 million for Torah institutions, and NIS 13.5 million for school construction. A further NIS 83 million was set aside for the Settlements Ministry, of which NIS 67.5 million was directed at programmes for hilltop youth.

Filibustering a committee is a blunt instrument and it works only against the clock. What gives it force here is the calendar: with the country due at the polls on 27 October, a transfer that stalls now may not find another window before the Knesset disperses, and an allocation that never clears the committee is one the next government inherits as an open question rather than a commitment.

The line items are the part worth reading. Each is small enough to look procedural on its own, and together they describe which constituencies a coalition intends to serve on its way to an election.
